community.openwrt 1.4.0 release

The community.openwrt version 1.4.0 has been released!
This version implements module utils for shell scripts. See the CHANGELOG for details.
Starting with this version, a new minor version will be released every two weeks (whenever changes have been introduced). Major releases are now tied to OpenWrt releases. See MAINTENANCE.md for details.

Collection updates 
community.proxmox 2.0.0 release

community.proxmox 2.0.0 has been released! This release features a ton of new features and fixes! We’ve also refactored a bunch of code to make it easier to make new modules! Get it now!

community.general 13.0.0 and other releases

There were four new community.general releases:
- community.general 13.0.0 (community.general/CHANGELOG.md at stable-13 · ansible-collections/community.general · GitHub) is a new major release. The changelog contains all changes since 12.0.0. Version 13.0.0 no longer supports ansible-core 2.17, and all module utils, plugin utils, and doc fragments are now private to the collection, and are no longer considered part of the public API. Please check the changelog for more breaking changes and removed features.
- community.general 12.6.1 (community.general/CHANGELOG.md at stable-12 · ansible-collections/community.general · GitHub) is a regular bugfix release.
- community.general 11.4.8 (community.general/CHANGELOG.md at stable-11 · ansible-collections/community.general · GitHub) is a regular bugfix release. From now on, there will only be new 11.x.y releases for major bugfixes or security fixes.
- community.general 10.7.9 (https://github.com/ansible-collections/community.general/blob/stable-10/CHANGELOG.md#v10-7-9) is a last maintenance release. The 10.x.y release train is now effectively End of Life. Thanks to everyone who contributed to 10.x.y releases!
