Galaxy support for sidecar docs and EDA source plugin docs.

Galaxy now supports sidecar docs (documentation in plugin-adjacent yaml files) and EDA source plugin documentation. If you maintain a collection with these forms of documentation, Galaxy will display this documentation the next time you update your collection.
