Grafana notifications: Fix panel/dashboardId type #11083

Hello

Can anyone perhaps assist with PR #11083 , first PR I am helping with testing wise and based on the recommended changes in awx/main/notifications/grafana_backend.py the grafana notifications work on the recommended changes , all screenshots uploaded to the PR to confirm that its working , any reviewers or maintainers that can have a look ?
