Ansible Tower 3.1.1 fails to pull down roles using galaxy on project updates

In Ansible Tower 3.1.1 assuming you have a project_dir/roles/requirements.yml Tower is supposed to use Galaxy to download the roles for you. The playbook installed by Tower 3.1.1 has the following task:

  • name: fetch galaxy roles from requirements.yml
    command: ansible-galaxy install -r requirements.yml -p {{project_path|quote}}/roles/ --force
    args:
    chdir: “{{project_path|quote}}/roles”
    when: doesRequirementsExist.stat.exists and scm_full_checkout|bool

The scm_full_checkout variable is commented out a bunch of times in this playbook.

What do you need to do to turn scm_full_checkout to true to Tower will download the roles defined in the requirements.yml?
