the issue #10758 "meta: flush_handlers does not work in roles if --tags is used" is not fixed

Hi,

Related to : https://github.com/ansible/ansible/issues/10758
The fix https://github.com/ansible/ansible/commit/3c817be531de939e1267df39306f9d8c977b0b9d does not work.

I still have the same issue today, using 1.9.2

FYI :

$ ansible --version
ansible 1.9.2
