how to ansible.cfg file setting

Hi, I am suffering from this issue;;

An ansible server tries to issue a command on the switch, but the error drops as indicated by the following error :

192.168.20.31 | UNREACHABLE! => {
“changed”: false,
“msg”: “Authentication or permission failure. In some cases, you may have been able to authenticate and did not have permissions on the remote directory. Consider changing the remote temp path in ansible.cfg to a path rooted in “/tmp”. Failed command was: ( umask 77 && mkdir -p “echo Cmd exec error./.ansible/tmp/ansible-tmp-1505193731.24-81820255974495” && echo ansible-tmp-1505193731.24-81820255974495=“echo Cmd exec error./.ansible/tmp/ansible-tmp-1505193731.24-81820255974495” ), exited with result 16: Syntax error while parsing ‘/bin/sh -c ‘( umask 77 && mkdir -p “echo Cmd exec error./.ansible/tmp/ansible-tmp-1505193731.24-81820255974495” && echo ansible-tmp-1505193731.24-81820255974495=“echo Cmd exec error./.ansible/tmp/ansible-tmp-1505193731.24-81820255974495” ) && sleep 0’’\n\n\nCmd exec error.\n”,
“unreachable”: true
}

ansible server
os : centos7.3
ansible version : 2.3.1.0

taget switch
os : cisco nexus nxos.7.0.3.I5.1.bin

I searched Google and tried various methods, but the same error occurred.
so I tried the following method but same phenomenon ansible.cfg change remote_tmp path

~/.ansible/tmp → /tmp
~/.ansible/tmp → /tmp/${USER}/ansible
