Can you please share me the detailed procedure on how to create new repo under Ansible Collections · GitHub

My intention is to publish new collection in galaxy and maintain the code under Ansible Collections · GitHub

According to Requesting a community collection repository it looks like you have to create a topic in the Project Discussions category and add the coll-repo-request tag. I’m not sure if you have to create a new one or can move this one to the other category, though

BTW if you create a new topic (or are able to move this one) I think you should give some more information about the collection.
