Unable to turn off built-in authentication system setting

In AWX ver.23, when I am trying to turn on “Disable the built-in authentication system” setting, and save the changes on the form, then nothing happens after clicking on “SAVE” button.
My aim is to restrict usage of local users. No one should be able to logon using local user.
How to achieve this?
