Ansible 11 lifetime extension

Felix Fontein contributed

There is a new community vote on whether Ansible 11’s lifetime should be extended by 6 months until Ansible 13 comes out assuming that Data Tagging is included in ansible-core 2.19 ([vote open until 2025-04-16] Make Ansible 11 a "LTS" (similar to Ansible 9)? - #11 by felixfontein). The rationale is that Data Tagging is a rather big change to ansible-core, and depending on usage it can take longer to migrate roles and playbooks from ansible-core 2.18 (or before) to ansible-core 2.19. In these 6 months, Ansible 11 and Ansible 12 would be released in parallel.
