How to cancel planned handler execution if another handler was notified?

Let’s assume we have simple playbook:

Topic		Replies	Views
Execute handler only if another was not notified Ansible Project	0	11	March 17, 2015
Recovering from failure in handlers Ansible Project	1	5	July 21, 2015
Run the same handler only once through many playbooks notify Ansible Project	4	49	March 15, 2021
Run Handlers like a task Ansible Project	2	3	December 7, 2015
Notified handler, but skipped Ansible Project	8	34	February 24, 2014
