Normally you want to give more information, specially configuration and -vvv output. But from the message I’m going to guess you are setting ansible_network_os to ansible.netcommon.network_cli which is not correct AFAIK, it should match the brand/platform of your appliances, for example cisco.ios.ios or vyos.vyos.vyos.
