Deploy without Internet Access

I have ee_images set to our internal repos but am getting blocked on:
where do i override the path of gcr.io/kubebuilder/kube-rbac-proxy:v0.13

i see where to override locations of other images, but this seems to be breaking helm chart deploy and don’t have internet access for deploy
