Can you override $HOME/.ansible/cp on remote hosts?

Hi I tried that and still it errored out with the message that could not write to $HOME/.ansible/cp.

control_path=%(directory)s/ansible-ssh-%%h-%%p-%%r

I am using version 1.9.4
