bug on user module when relying on the default homedir

Hello,

just for information i found a bug on devel user module after a recent commit

https://github.com/ansible/ansible/issues/4554

adding a home= in the task temporarily solves the issue

Hi Jerome.

Two things.

(A) the users list is “ansible-project”, this is the development list.

(B)

There’s no need to post to a mailing list when you file a github.
