I found a bug in the npm module…is the preferred route to submit a pull request or contact the module author?

If you already have a patch, submit a pull request. It would be nice to have the original author review the PR though, if possible.
For those things that don’t have a patch, you can also file a github ticket and cc the author’s github ID – though that’s not neccessarily guaranteeing they are going to be around to take care of it
