The docker containers can simply be deleted and recreated. You will need to take care of the data. See our data migration doc.
Would using an external postgres database and dumping/restoring that database be an acceptable substitute that would accomplish basically the same thing? or is there something extra that the tower is doing in the background?

That would be fine for backups. It will not be enough for upgrades.

So is taking backup of postgreSql enough ? or shall i take ovf of vm ?
