Tower scanning for tags and pre-populating "exclude tags" etc.

Hi,

currently if I run 'ansible-playbook --list-tags playbook.yml' I get
nice list of all tags present. However with Tower I don't have any view
into existing tags I just have to *know* them. Is that the way things
are or am I missing settings someplace to extract tags pre-execution to
use inside of survey etc?
