New things from today on devel.

Async code has been upraded to better kill processes that time out,  
testing welcome

Service module can now take an enable=yes, enable=no flag for chkconfig

File module contains a symlink fix if you were using it to create  
symlinks, it works better now.

I will also be retagging master soon to 0.3.1 such that Fedora/EPEL  
packaging review can proceed, which means a 0.3.1 tarball. If I  
recall correctly this contains a bug fix to unbreak "include:" since  
the 0.3.0 tag, but that is it.

Also, group and user now take a system=yes|no, only during creation, that can be used to create system users/groups.

The 0.3.1 tarball has now been pushed and there is now a 0.3.1 tag
