Hey everyone!

amazon.aws 12.0.0 has been released including:

- breaking changes raising the minimum requirements to ansible-core \>= 2.18.0 (Python \>= 3.11) and boto3/botocore \>= 1.38.23.
- removal of overdue deprecated parameters: placement\_group and tenancy from ec2\_instance, and template from cloudformation.
- breaking changes to the s3\_object module: the overwrite parameter now only accepts string values (always, never, different, latest), and dualstack/endpoint\_url are now mutually exclusive.
- bugfixes for route53\_zone (dnssec idempotency), rds\_cluster, and rds\_option\_group, plus refactoring improvements across the autoscaling, RDS, and ELB modules.
