Dave,  
the double quotes should be around the full value of path. see [http://docs.ansible.com/ansible/latest/YAMLSyntax.html#gotchas](http://docs.ansible.com/ansible/latest/YAMLSyntax.html#gotchas)

- lineinfile:  
path: “/home/{{ new\_user\_acct\_name }}/.ssh/authorized\_keys”
