I (logged in as Andersson007 and being an **galaxy.collection\_namespace\_owner** for the community namespace) tried to upload a community.network tarball and failed with “You do not have permission to perform this action”

This attempt probably also caused the failure I posted in [another topic](http://forum.ansible.com/t/zuul-cannot-upload-a-collection-release-saying-that-it-already-exists-but-it-doesnt/1898)

I also encountered the same problem when I uploaded the new collection. Is this problem solved now? Thanks!
